But none of these, on their own, amount to effective institutional communication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institutions do not communicate simply to <strong>share information<\/strong>. They communicate to make their role understood, give meaning to their actions, strengthen their legitimacy and, over time, build trust with their stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the difference lies between <strong>disseminating information<\/strong> and <strong>building institutional communication<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What an organisation wants to say is not always what its audience understands<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Communication often begins with an internal question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What do we need to announce?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new programme, a reform, a partnership, an event, a decision or a set of results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is a legitimate starting point \u2014 but it should not be the only one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strategic communication requires additional questions:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What does our audience actually need to understand?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why does this information matter to them?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are they likely to remember?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>And what concrete evidence supports what we are saying?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is almost always a potential gap between what an organisation intends to communicate and what its audiences actually understand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the core functions of institutional communication is to reduce that gap.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Informing is only the first step<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">An organisation can communicate frequently and still remain poorly understood.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can publish continuously without clarifying its positioning. It can announce numerous initiatives without helping audiences understand how they connect. It can achieve strong digital visibility without necessarily strengthening its credibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The volume of communication is therefore not, in itself, an indicator of communication quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real issue is <strong>coherence<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every public statement contributes, intentionally or not, to a broader perception of the organisation: what it does, what it stands for, how it operates, the role it plays and the value it brings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Effective institutional communication transforms a succession of announcements into a <strong>coherent understanding of the organisation and its actions<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Four levels to distinguish<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A useful way to assess institutional communication is to separate four distinct levels.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">1. What the organisation wants to say<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">This is the original message: priorities, decisions, projects, achievements or results that the organisation wishes to highlight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It usually reflects the internal perspective.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">2. What audiences need to understand<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Audiences do not have the same level of information, the same priorities or the same expectations as the organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A public institution, partner, beneficiary, journalist, employee or citizen will not necessarily look for the same information or interpret the same message in the same way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communication therefore requires translating institutional realities into language and context that make sense to each audience.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">3. What audiences actually remember<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">This is often where communication effectiveness is truly tested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A publication may contain ten pieces of information. The reader may remember only one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If that is not the message the organisation intended to emphasise, the issue is not necessarily with the audience. It may result from poor information hierarchy, unclear wording, an unsuitable format or a message that was never sufficiently prioritised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Institutional communication is therefore not only about transmission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also about <strong>the perception being created<\/strong>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">4. The evidence behind the message<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">No communication strategy can sustainably compensate for a lack of evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An organisation may describe itself as innovative, transparent, inclusive, responsive or committed. But such claims only gain weight when they are supported by observable practices, decisions, results and behaviours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communication does not manufacture credibility from nothing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It makes visible, understandable and coherent what must ultimately be demonstrated.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Trust is built through continuity<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Institutional trust is rarely the result of a single campaign or an exceptionally successful publication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It develops over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It depends on consistency between successive messages, an organisation\u2019s ability to explain its decisions, the stability of its positioning and the alignment between what it says and what it does.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This also means institutional communication should not begin only when there is something to announce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should accompany the organisation continuously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over time, communication helps establish clear reference points:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who are we?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What is our role?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are our priorities?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How do we operate?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why should stakeholders trust us?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When these answers become clear and consistent, every new communication no longer has to rebuild the organisation\u2019s image from the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It reinforces a perception that has already been established.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">From a content logic to a trust logic<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge is therefore not necessarily to communicate more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is often to communicate with greater clarity, coherence and purpose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before publishing, organisations can ask four simple questions:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What do we want to say?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What does our audience need to understand?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What do we want them to remember?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What evidence supports what we are claiming?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These questions shift communication away from a simple content-production mindset towards a process of building meaning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is where institutional communication becomes truly strategic: when it moves beyond informing and begins to build, over time, <strong>understanding, credibility and trust<\/strong>.<\/p>","protected":false},"excerpt":{"rendered":"<p>Institutional communication goes beyond sharing information.
